For 30 years, Growing Generations has helped people become parents through surrogacy. For intended parents living in California, or women in California interested in becoming surrogates, we offer dedicated support every step of the way as you embark on this path to parenthood.

Is Surrogacy Legal in California?
Yes, surrogacy is legal in the state of California. The California Supreme Court's 1993 ruling in Johnson v. Calvert established legal precedent for gestational surrogacy in the state, making California an early leader in third-party assisted reproduction. The 2012 legislation codified nearly two decades of that precedent into law, protecting every family-building journey under one of the most comprehensive legal frameworks in the United States. It allows intended parents and surrogates to move forward with confidence.
In 2017, amendments to the legislature reinforced California’s commitment to protecting families formed through assisted reproduction. The legislation strengthened the state’s jurisdiction in surrogacy cases and safeguarded parentage even when medical procedures or births occur outside California.

Finding a Surrogate in California
Finding the right surrogate match is one of the most important parts of your path to parenthood. You want to make sure you find the right surrogate match. For intended parents pursuing surrogacy in California, we offer a highly selective and personalized matching process. Our surrogates are among the top 2% of all qualified candidates and are thoroughly screened through medical evaluations, background checks, wellness assessments, and in-depth interviews. With a 99.4% success rate and 98% of intended parents matching with their first surrogate, we help hundreds of families each year move forward with confidence — feeling informed, supported, and cared for at every step of the journey. Here's what the process is like step-by-step:
Your California surrogacy journey begins with a complimentary consultation. A Growing Generations client specialist will walk you through our surrogacy programs, surrogate and egg donor pools, and costs — and take time to understand your expectations, priorities, and timeline.
When you are ready to move forward, you will sign a retainer agreement and pay a retainer fee. This can be completed at any point — including during your initial consultation — and formally opens your file so we can begin matching.
Growing Generations matches intended parents with surrogates from the top 2% of all applicants, each thoroughly screened before you ever review a profile. Our Surrogate Match Guarantee covers up to $5,000 in screening expenses if your surrogate does not pass medical or wellness screening, and provides a free rematch at no additional agency fee. Once a match is identified, a Growing Generations team member facilitates a match meeting by video conference.
After matching, your surrogate begins additional medical preparation ahead of the embryo transfer. You will also begin funding your Growing Generations expense account at this stage. Your dedicated case specialist remains your point of contact throughout.
As the pregnancy enters its second trimester, Growing Generations coordinates delivery preparation with you, your surrogate, and the hospital team. Depending on where you are based relative to your surrogate's location in California or elsewhere in the United States, travel planning — including overnight arrangements — begins well in advance of your due date.
